Co-owner of embattled M + J Building faces procurement fraud charges

The co-owner of a Supply Nation Certified majority Indigenous-owned construction company - M + J Builders - has become the fourth person charged with defrauding the Commonwealth of $71 million in relation to Defence procurement contracts.

Jessica Buckley joined her husband Michael John Buckley and their co-accused Dallas Wynne, and his wife Natalie Wynne, who have been charged in relation to allegedly conspiring to influence the awarding of tenders to their Darwin-based building company after a large-scale Australian Federal Police investigation into corruption.

Australian Federal Police allege Mr Wynne, a Commonwealth employee, and his co-accused intentionally planned to dishonestly obtain a benefit from the Commonwealth.

It is further alleged Mr Wynne used his position to direct building contracts to the company, and a subsidiary owned by the co-accused.

Operation Panton Hill, a joint investigation involving the AFP, the Department of Defence, and the National Anti-Corruption Commission, began in March 2025 after Defence reported irregularities identified during an internal review.

The concerns related to the awarding of Defence contracts valued at almost $71 million to the prominent Northern Territory construction business.

Ms Buckley, the majority owner and co-director of M + J Building, is expected to appear in Darwin Local Court on Friday morning.

On Monday, Ms Buckley's husband Michael, alongside Mr Wynne - a director of the Estate Works Program at the Department of Defence in Darwin, and Ms Wynne - the director of Transportable Solutions NT, appeared before Judge Jonathan Bortoli in Darwin Local Court, with all three granted bail to appear on February 17, with conditions including they surrender their passports.

M + J Building, a multi-award-winning company with more than 15 years building projects across the Northern Territory, is Supply Nation Certified and CAL Accredited, but this week peak business body the Northern Territory Indigenous Business Network severed ties with the builder, as well as Transportable Solutions NT.

This followed Master Builders Northern Territory on Monday standing Mr Buckley down from its board over his alleged involvement in the $71m Federal fraud.

Ms Buckley's arrest followed raids by the AFP on businesses and homes across Darwin last Friday, allegedly seizing electronic devices including mobile phones and laptops, as well as documents, a gun, jewellery, and $30,000 in cash.
